This one is an external dowel, which is ideal for handlebars but can also be used on saddle loops when used with a rack supporting it. The height from the rack up to the handlebar is 12 inches. It’s the medium width which is 14”-16” wide with side pockets flat/full - same width as a Piccolo 11W or Goldback 11W. 
 
You could have a little wiggle room of +/- 1/2" but you need to run this bag with a rack supporting the bottom of the bag.
 
It has a long-flap lid and internal pockets. Made from woodland camo xpac X50, with yellow xpac liner.
